Abstract

This study aimed to identify the level of governance practices and the quality of administrative performance among leadership personnel at the headquarters of the Ministry of Education in the Republic of Yemen. It also sought to explore the nature of the relationship between these two variables

The importance of this study lies in its attempt to underscore the current state of administrative performance within the Ministry and to examine the extent to which it is influenced by the application of governance principles. In doing so, the study provides decision-makers with valuable indicators for developing administrative plans and strategies, as well as for strengthening leadership capacities in ways that contribute to enhancing institutional performance.

The research population comprised 214 administrative leaders, including the Minister, Deputy Minister, Undersecretaries, Assistant Undersecretaries, Directors-General, Deputy Directors-General, Department Directors, Deputy Department Directors, Heads of Sections, and Specialists at the Ministry’s headquarters in the interim capital, Aden. The study adopted the descriptive survey and correlational approaches, as they were deemed most appropriate to the nature of the research and its objective of addressing the entire study population, with a response rate of 80.4%.

The researcher used a questionnaire as the primary data collection tool and utilized the Statistical Package for the Social Sciences (SPSS) for data analysis, ensuring accuracy through various statistical tools, including: Pearson's correlation for internal consistency, Cronbach’s Alpha for reliability testing, frequencies and percentages for sample description, arithmetic means and standard deviations, T-Test for two independent samples, simple linear regression for analyzing relationships between variables, and one-way ANOVA with Scheffé’s post hoc test to determine the direction of differences. A significance level of 0.05 was adopted for evaluating the results.

   Key Findings:

- The level of governance practice was moderate, with a mean score of 2.91

- There were no statistically significant differences in the overall level of governance practice based on gender or educational qualification.

- No significant differences were observed in governance practices based on years of experience.

- The quality of administrative performance was also moderate, with a mean score of 2.88.

A strong positive relationship was found between governance and the quality of administrative performance, with a correlation coefficient of 0.83.
