This study aimed to propose a developmental framework for improving special education teacher preparation programs at the Faculty of Education, University of Aden, through analyzing the current status of existing programs and identifying gaps and challenges in light of international standards and the needs of the educational field. The study adopted a descriptive-analytical methodology and utilized document analysis, questionnaires, and interviews as data collection tools. The findings revealed that while the current programs demonstrate strong theoretical content, they suffer from weaknesses in practical training, limited diversity in teaching strategies, insufficient field training, and inadequate integration of assistive technologies. Accordingly, the study proposed a developmental model emphasizing the enhancement of practical training, curriculum updating, improvement of assessment methods, and the establishment of effective community partnerships.
