A Proposed Framework for Building a National System for Ranking Yemeni Universities in Light of International Standards

This research aims to build a global idea for classifying Yemeni universities into a global university ranking system. It used an educational tool for developmental recipes and was able to create a professional model for its planning, consisting of (22) experts in higher education.
The results identified five key areas that form the general framework for the proposed classification: (quality of education and learning, scientific research, societal impact, governance, and sustainability).The results showed that the sample members' assessments of the proposed classification areas were high, confirming their necessity and applicability in the Yemeni environment. In light of the results, an integrated vision was built that includes the proposed goals, components, indicators, and implementation mechanisms. The research recommended that the Ministry of Higher Education adopt the proposed model and develop appropriate national policies to support its implementation.
