Because e-learning sought to achieve an educational leap, it must have goals and characteristics that distinguish it from others as well. It has types and methods that the researcher sought to address in order to achieve these goals. Because e-learning has important requirements for its application, the researcher touched on the e-school, its characteristics and requirements. Then the researcher moved on to the conditions for the success of e-learning and how to employ it in the educational process and the quality standards of programs in the educational process. Because any human work must contain positives and negatives, the researcher sought to present them. In the hands of the reader. In order to begin implementing this giant project, we must know our current reality in traditional education and how we seek to reach e-learning, and because the determination exists among the educational leaders and the researcher, it was necessary to put hope and begin proposing the necessary procedures to build the e-learning stage and the stages of its teaching from the researcher’s point of view. Therefore, a practical framework was developed to implement a plan to start implementing e-learning in Yemeni city schools as a first step.
